No, there are actual rules for unsportsmanlike conduct and taunting, and that specifically doesn’t fall within them. They outright legalized celebrations like that a few years ago, on purpose. It’s not some loophole, they used to be a penalty as well. You not liking it doesn’t change the definition of the rules
