I'm with you, but remember when there were incidental and intentional face masks?  That's the equivalent here.  Just a deterrent to hitting the kicker.  "Am I gonna accidentally tap him and get a penalty? Well **** then I'll just blast him if I get the same as an unavoidable touch."
