I can't help but think this is downstream of the recent SC ruling that made most of Oklahoma's land tribal territory. No way this change doesn't end up in the courts. But here's the problem: with RBG, this would have been a 5-4 loss for the EPA with Gorsuch siding with the liberals (he's very good on tribal issues).
