They have to go 14-18 plays per drive to score. part of that is lack of explosive players but part of it is 60% of the called plays are runs, screens or passes less than 5 yards down the field. The short quick hitters are both on the OL's total ability and the quarterback's. Team would be able to attack downfield more with a better line and a QB who was more accurate.
