DC I don't believe has the land available to build a modern stadium. VA is the only place that has land and the governor already said they want to work with them. The ten years post Jerry World's completion produced some real game changers. There's approximately zero chance that a new stadium that hasn't even been sited yet could be ready in time for the 2027 season. Even assuming that Bowser could make the federal ownership problem with the RFK site go away, they haven't even demolished RFK yet, let alone dealt with the myriad lawsuits and land-use/zoning NIMBY obstructions that would be coming their way.
