"The heads of state agreed on joint actions. Or alternatively if they needed an excuse to move large numbers of troops off of the front lines for a few days to (let’s say launch a nuke) but I don’t think that is it since where Wagner was wouls be too close to Russia for Russia to launch a nuke there. it has something to do with Belarus though….
