Can't the federal appeals court toss the case on lack of merit considering the Supreme Court has already ruled it is constitutional, or are they hoping that it ends up at the Supreme Court again in hopes that the now conservative majority will side with Trump? Nobody knows for sure why the DOJ wants to swap out the lawyers, but it is most likely because the ones currently on the case (who are career DOJ litigators, not political appointees) are not willing to lie at the level the Trump administration wants them to. You can't tell a judge you want to replace one team of lawyers with others so that they can lie in court, so the DOJ did not provide a reason for the swap. So the judge said **** off, time is of the essence in this case, you can't change all of your lawyers in the middle of all this for no reason.
