3 Billings police officers disciplined for having sex on city property

Three Billings police officers who admitted having sex on city property with a civilian employee of the department were given either one- or two-week suspensions without pay, Police Chief Rich St. John said Wednesday.

St. John did not release the names of the three patrol officers, all of them males with roughly eight to 10 years on the force, but he said the woman they had sexual relations with was Rawlyn Strizich, who was fired in February after confessing that she stole oxycodone pills and other prescription painkillers from the department’s evidence locker, according to Last Best News.

Deputy who shot unarmed black man in Houston is fired

(CNN)The deputy who shot and killed an unarmed black man in Houston has been fired, according to the Harris County Sheriff's Office.

Cameron Brewer was fired in connection with the fatal shooting of Danny Ray Thomas on March 22, a statement from the HCSO said, after a disciplinary committee recommended his termination to Sheriff Ed Gonzalez. Brewer, who is also black, was placed on administrative leave after the shooting.

The committee said that Brewer, who had a Taser, violated the agency's use of force policy when he shot Thomas after he found him "behaving erratically and walking in the intersection with his pants around his ankles," the statement said.

Alaska state trooper showed up in patrol car for hotel date with girl, charges say

An Alaska state trooper was arrested Sunday on charges of attempted sexual abuse of a minor when he showed up for a hotel date he set up with a 16-year-old girl, troopers say. Charges say the trooper drove to the rendezvous in his patrol car carrying a pair of Victoria's Secret underwear he purchased for the girl.

Trooper Vance Peronto, 57, a 16-year veteran of the public-safety agency, met the teenager April 8 when he pulled her over for driving without headlights on the Kenai Spur Highway, according to troopers. Peronto did not write the girl a ticket and let her go with a warning.

Peronto messaged the girl on Facebook the next morning and sent a "friend request," the charges say. The two began sending messages that quickly became flirtatious, according to prosecutors.

When Peronto asked how old the girl was and she replied that she was 16 he wrote "WOOW Gulp," according to the charges. He told the girl he was 57.

Over the course of a few days, the messages became "very explicit" and sexual, prosecutors say. Peronto asked the girl to send him "pics, pics, pics" and she did, sending at least one image where she "appears … either completely nude or wearing only a pair of women's panties."

On April 12, Peronto sent messages to the girl that seemed to show that he was aware of the danger their relationship posed and spoke of himself in the third-person.

"DONT DO THIS VANCE!!!! STOP NOW. THIS GIRL/young lady is 16 Vance. You're wrong Vance if you even begin to think you'll avoid, fight off, stop, not make love with her. IT'LL HAPPEN and then your life as you know it will be over. Everything you have gone," the charges say he wrote.

He also wrote, "You're not worth my career or 10-20 yrs in jail. Hell no," according to the charges.

When the girl messaged that she was "disappointed and to take it easy on her if he pulled her over again" Peronto suggested they meet for a movie night he billed as a "Friends Date Night. Where your Trooper friend pampers his Classy Beautiful LADY friend."

The girl's father learned of the messages and reported the contact to the Office of Professional Standards at the Department of Public Safety, public safety spokesman Jonathon Taylor said. Troopers interviewed the girl.

At that point, Taylor said, troopers obtained control of the phone and permission to access the girls' social media accounts.

When Peronto messaged that he was going to be in Anchorage for a training event, investigators pretending to be the girl arranged to meet at a hotel room, he said. They said she'd be there alone.

On Sunday, when he arrived at the hotel in his patrol car and knocked on the door, law enforcement officers were waiting. Troopers assisted by members of the Anchorage Police Department SWAT team intercepted him and made an arrest, Taylor said.

That should be considered a crime as serious as murder.  In some ways it's worse.  It destroys a persons life, subverts the justice system, and wastes a fortune in public money.

Think Progress: New emails show Tennessee law enforcement focused on counter-protesters at a neo-Nazi event

Quote

A series of emails sent between Tennessee Bureau of Investigation officials over the past few months reveals law-enforcement was focused on counter-protesters at several recent events organized by the neo-Nazi Traditionalist Worker’s Party (TWP), rather than the neo-Nazis themselves.

The emails were obtained through a public records request by the media collective Unicorn Riot and center on planning and logistics associated with a TWP event at the University of Tennessee Knoxville (UTK) on February 17. The emails also address rumors that TWP members were, at the time, planning another protest on March 17, in response to a UTK panel meant to address racism.

In one particular email, dated March 13, Tennessee Office of Homeland SecurityIntelligence Analyst Misty Phillips addresses concerns about neo-Nazi protesters attending the panel, writing that “TWP is typically not the issue, but rather opposing groups.”

Phillips also writes that “TWP is very good about communicating with the venue in which they plan to attend,” despite the fact that, according to the university, the earlier February 17 rally was booked under the name of a local church rather than “TWP.”

The cops’ focus on counterprotestors appears to have emboldened the neo-Nazi group. Matthew Heimbach, former leader of the TWP, posted on a group chat days before the event that he had “talked to the cops” ahead of the rally and been reassured that they would “avoid any security issues.”

“So basically I think if the Reds act up, they are gonna get billy clubbed…so, can’t complain,”he added.

WATCH: Four cops brutally beat mentally ill black man who is wearing nothing but a blanket

Two black parents in Indiana are angrily demanding answers from their local police department after a video showed officers brutally beating their son during a violent arrest.

Local news station CBS 4 Indy reports that a newly released video shows police officers in Marion, Indiana beating 29-year-old Arrington Barber, a local resident who has been clinically diagnosed with schizophrenia. Specifically, the video shows officers repeatedly hitting Barber despite the fact that they had successfully restrained him and had him pinned to the ground.

“They’re beating him down like he’s a dog,” James Barber, Arrington’s father, tells CBS 4 Indy. “It’s disgusting, I mean it’s disgusting.”

I guess this is kind of the opposite of what this thread is about, but in this case, it looks like the cop was in the right. Full unedited bodycam released in response to claims of racism and being threatened by the police.

Yep, this woman got busted by the body cam.  There was nothing wrong with how that cop handled that stop.

I mean, come on lady.  "This is where we got lynched!" ??? Please.

That she continues to insists she was somehow wronged is sad.  Anybody who refuses to sign is told they will be arrested, black, white, otherwise.

BTW, there is a "Good job by the cops" thread somewhere that serves as a counterbalance to this one.

This is exactly why the use of body cameras should be drastically expanded and having them on all the time should be mandatory.

Exactly. This idea that body cams are only there to catch police officers acting out of line is bunk.  The body cams capturing all incidents in full, unedited, benefits all parties involved.

The Waffle House from Sat night video was tough to watch though. So what if the kid was mouthing off, post prom? The force used by the cop appeared excessive (and allegedly the cop is known for it).

We'll see if anything comes out of it. Probably a good chance now that it's a national story.

Bucks' Brown to sue MPD; video worries mayor

Quote

The attorney for Milwaukee Bucks rookie Sterling Brown said the guard plans to file a lawsuit against the Milwaukee Police Department after officers used a stun gun on him -- without provocation, according to a report -- during an arrest in January.

Plans for the lawsuit were announced as body-camera footage of the Jan. 26 incident was scheduled to be released Wednesday, attorney Mark Thomsen told the Milwaukee Journal Sentinel on Tuesday.

Police officers used a stun gun on Brown and arrested the then-22-year-old guard during questioning over a parking violation in a Walgreens parking lot at about 2 a.m. on Jan. 26.

On Monday, Milwaukee Mayor Tom Barrett said he has seen the video and was concerned about public backlash over the officers' conduct. He said Police Chief Alfonso Morales also had a similar reaction.

"I'm going to let the release of that speak for itself, but yes, I definitely have concerns after watching that video," Barrett told reporters Monday.

Sources who have seen the body-camera footage told the Milwaukee Journal Sentinel that Brown was not at all combative before officers used the stun gun.

"This could be bad," a source told the Journal Sentinel of the video. "The player doesn't appear to be provocative at all."

Police have shown the footage to some local officials, including a closed session of a Common Council committee.

The officers involved in the incident are the subject of an internal investigation. Brown was not charged after his arrest for resisting or obstructing an officer.

"There's going to be a video that's going to come out soon, in the next couple of weeks, involving the department," Assistant Police Chief Michael Brunson Sr. told a church congregation on Sunday, according to WITI-TV. "And I'm going to be honest with you, we're going to need your support during the challenges."

The Bucks signed the 6-foot-6 guard from SMU last summer in a deal with the Philadelphia 76ers, who selected him in the second round of the 2017 draft. He averaged 4.0 points and 2.6 rebounds this season.

The Associated Press contributed to this report.
