The Borg were a lot more interesting before the introduced the concept of the Borg Queen. They were a decentralized hive-mind. Take out a drone and another will step in to replace it seamlessly. No single-point-of-failure. Introducing the queen made them much less alien and more relatable while simultaneously giving them a centralized shut-off switch making them that much less of a menacing threat.
