And driving under the influence of both mj (if legal) and/or xanax (assuming it's actually his prescription) is illegal if it impairs your driving ability (which it apparently did according to the sobriety tests). Not to mention he was driving on an expired license and may or may not have been speeding AND he had a BAC level while underage. If this is anyone other than a celeb - they would be kissing their license and any abillity to get a new one goodbye until 21 or later, more than likely. This seemed reserved for young female stars like Lindsay, Britney, Miley, etc. I guess it makes sense that its Bieber though, considering he is the most poppy of these young male stars i can think of. But when your dad, who is supposed to be the strongest male presence in your life, is pretty much enabling you, you kind of have no hope.
