I do remember reading a WaPo article, back during the Nixon admin, I believe.  

 

It's a major diplomatic affair.  huge international gathering.  Traditional media circus.  Vietnam peace talks, or some such.  

 

And, as is traditional at such events, traditional parade of international blowhards making boring speeches.  

 

And during one such speech, the reporter is scanning the diplomatic crowd.  (Since the speech was traditionally boring.)  

 

And Henry Kissinger opened his briefcase, removed a manilla folder covered with red diagonal stripes, pulled out a bundle of papers with large words printed at the top and bottom of the pages, and began reading it.  

 

And it occurred to the reporter that hey, he's standing in a huge crowd of reporters.  From dozens of countries, not all of them friendly.  Every one of which is equipped with a camera with a telephoto lens.  

 

According to the article, he took several photographs of the Top Secret document.  He did not include the photos in the article.  But he did send the photos to Kissinger's office.
