He, literally, does not.  But he had an opportunity to step up and show leadership and threw out the excuse that he doesn't hold public office.  He should have said, something like "I've called the mayor of Portland and shown my plan to help if elected.  And offered to do whatever I can in the meantime."  Of course he could do more if he held office...but he's gotta look like a leader here.
