It looks like a penalty kick and I think once the goalie stops it, it is a dead ball. We don't hear if the ref blows a whistle, but it still looks funny. I didn't say it shouldn't be a goal, just that ball had a velocity of 0 or less at one point after making contact with the goalie. It still had energy stored in it in the form of rotation, but it wasn't turned into kinetic energy in the form of forward motion until after it hit the ground and started moving forward again.
