None of this is buffoonery or incompetence, no matter how much they'd like everyone to believe they make honest mistake after honest mistake. These are delaying tactics, nothing else. Ultimately ending in him not paying or paying a significantly reduced amount as a settlement. his people are known for creating and abusing such situations.
