He has no real plan to fill them. #1- Trump never thought he would really win; so he really didn't give much thought to what he would do, if he won. #2- Trump only wants sycophants in his administration. If you were against him or said something against him, he doesn't want you to be part of his administration. That's a big reason why the administration hasn't been fully staffed. #3- Trump plan to eliminate so many departments; he's not bothering to staff them.
