It's a centrifugal clutch and that's why the brake is there in the first place.

In this guy's case he's pressing his thighs up against the brake so it's probably disengaged anyway and now your really praying that the rpm's of the motor on start up aren't enough to engage the clutch. 

If it is this guy's gonna regret it.

Bottom line what he's doing is incredibly stupid, set it on the ground and there's a lip on the trigger guard for placing your foot to gain leverage if you need it.
