Wasn't Maggie heading to the place where Jesus lives? No not heaven to be with Glen, rather Hilltop because the doctor was there. Sasha was taking her.

They said at the end of the first episode that Maggie was going to the hilltop because they had a doctor. Them lying and saying she died protects her from Negan.
