I know that in places like Mississippi, when I lived in Memphis in the late 80s early 90s, they were building casinos down there. They skirted around the law by building man-made lakes next to the Mississippi River and basically having "floating" casinos that weren't technically on land. Boosted Mississippi's economy back then.
