You clearly havent looked into it at all. A top 1-15 QB is roughly 1 in 3. 16-32 is roughly 1 in 5. Rd 2 7% Rd3 is roughly 5. Anything day 3 is >5% Hurts and Carr are the ONLY 2nd rounders who have done anything in the last decade. Geno is a career back up. Russ is the only 3rd rounder in a decade. Kirk is 11 years ago.
