Whether that's protocol or not, "at least a rolling stop" is simply common sense. People frequently don't even get out of the way for Ambulances, so it would be pretty dumb for a cop to assume he can zip right through an intersection without even slowing down. If a hit like that can take out a transformer, they must be pretty weak. Don't they have several of those cars anyway? No great loss. Just hope nobody was hurt. Same thing for Knight Rider and Dukes of Hazzard, where the car was a big part of the show. Like you said, I hope no one was hurt, from the video it appeared that was the case.
