He is being compared to the scarecrow in that he made some really stupid moves .... and the noose is to signify that he had a good situation in Philly and ended up hanging himself. Thats what it says to me anyway (not assuming that lady intended these inferences). In all probablility, she is probably just another drunk iggles fan waiting to smear feces on the next car with a Redskin flag {Edit} Is that a gun (hard to make out) ?
