When they say "instructed" was anything actually put down in the rules? If not, this is absolute bs. An "instruction" without a rule is basically the same as Roger Goodell saying whatever he feels and then punishing people who don't do it. That's a recipe for disaster in the league. How were they supposed to know that an uncapped year meant you couldn't do that?
