The relevant issue is that someone called to 911 to report that they were tied up and their truck stolen. They did not call the tip line with information.

No one deserves that award, imo. A guy getting carjacked isn't deserving. Neither are the goofy landlords of the condo. Being the victim of a crime isn't really a tip.
