Come on Dest, you watch the games bro. I wasn't referring to the refs as much as the player behavior. The Wizards shy from early physical contact when other teams bully them. They don't force the issue when they have the ball, choosing to put up fadeaway and passing when cut off instead of taking that extra step and sending bodies to the floor. They've done this all year.
