Doesn't happen here - I guess it's compensation for having to make all left turns from the right lane. New Jersey - the state where Smokey the Bear says "...ah, just go ahead." There are, for the most part, no left turn lanes in Jersey. Left and U turns from any major road are made by taking a jughandle, similar to what you'd do on a major highway.
