I know based on the synopsis in that link , time traveling Rip Hunter will be assembling the team. Is going to travel in time to get Canary?? Bring her back from the dead??? But I suspect it will either have to do with the Lazarus Pit or, as you mentioned, Rip Hunter. I also read that most of the Legends cast will be shown on the last two episodes of The Flash this season. Oversaturating the market. Too soon.
