I doubt he was spying, just as I doubt most of the charges for the others. As with Iran, it’s a tactic used by a lot of countries to get bargaining chips. So, it doesn’t matter a whole lot whether you really break their laws or not. That said, if he is a spy, he knew the risks and chose to take them.
