Edit:  And he was working as a journalist which certainly has reason to be there (if you understand the risks).

Please see @Cooked Crack’s post above. I doubt he was spying, just as I doubt most of the charges for the others. As with Iran, it’s a tactic used by a lot of countries to get bargaining chips. So, it doesn’t matter a whole lot whether you really break their laws or not.

That said, if he is a spy, he knew the risks and chose to take them.
