The natural process is fish create ammonia throug their waste, that ammonia is broken down into nitrite by bacteria, and that nitrite is broken down into nitrate by other bacteria. Both ammonia and nitrite are deadly to fish even at low concentrations(nitrate less so until high concentrations) and it can take weeks for the bacteria to develop to handle the loads of multiple fish. Best practice is to "cycle" a tank before putting fish into it to get a base of this bacteria to develop. If you show any amount of ammonia on water tests you should be doing water changes.
