I think the government should use profits from gambling to help pay for state budgets and taxes and debts. Casinos should be required to give like 30% of their profits to fund things like prisons and state governments...even schools. That being said, I think gambling should be legal. Pro's are numerous and I think basically they are how the state of Nevada can operate with a high level of public service without an income tax. Lotteries and slots basically shift the burden of financing our government onto the shoulders of those who can least afford it. Now, that's not a problem to some people, since it is true that people are paying this tax voluntarily. So maybe it's more of a stupid tax than a poor tax, but still, that's the negative. But it's a "fair" way to tax people...and it's not just on the poor...think about all the high rollers in vegas who lose hundreds of thousands nightly. I see nothing negative about using casinos as a source of income for a state. California, especially.
