By wording that wasnt a horse tackle, even though it has the same effect. for it to be a horse collar by wording the defender has to have his hands inside the runners shoulder pads. The reason the rule was made was to prevent a guy from being dragged down from behind and falling backwards with his legs trapped under him, which happens anytime a defender tackles from behind by grabbing up high and pulling down, regardless of whether the defender reaches inside the shoulder pads or grabs the jersey. It's the effect such a maneuover has on the player that matters, and the fact of the matter is the effect is the same, and players get injured, WTF>??? If you look closely, the initial pull was from the pads, then the tackler's hand slipped, and THEN he grabbed just the jersey. Of course, the ****ing refs could never get a goddamned call right. Totally agree. Did you hear Portis' comments on it during his post-game conference? He basically said if they don't start calling it, he was going to have to hurt someone.
