Well these lists change every year depending on who gets a new contract that year. It's all in the signing bonus.

Edit - there are a few also (e.g., Tiger Woods, LeBron James) who make huge money in endorsements as well.

the numbers do seem heavily inflated. However, many of those have just restructured or were signed free agents, so their signing bonus was just given to them. Endorsements as well. Cant really explain Palmer or Rogers or Urlacher though.
