Actually 311 is the non-emergency number in some cities (DC and Baltimore included) http://www.911dispatch.com/info/311map.html I've also heard (while in Arkansas) that 0911 works in some places... She paid for Mcnuggets and that's what she should get.And that lady needs to be charged for the operators time, the cost of the backup recording equipment, the cost of the telecom agreement, the portion of the MRC the county pays to have the 911 circuit proactively monitored and duplicated.
