What do you think an Approval rating is? They have 1% of the people saying Excellent, 12% saying Good, and the rest are either Fair or Poor? What do you think they are doing for Bush? It's the same thing... An "approval" rating isn't the same as "hating", but obviously the original poster saw fit to combine the concepts.

Anyway, it isn't misleading... That, by definition, is exactly what an approval rating is and it is exactly what ABC is asking about Bush.

Actually, the only poll I could find similar about Bush was NBC/WSJ, which if you add 'neutral' to the 'positives' you'd get 45%. However, when factored in with other polls, that's a high spike.

That's why I asked if you had any other polls to add to the one you provided. So we could get a clearer picture of what you are talking about.
