Please substantiate this assertion. How can an USD change a legal act ( torture of Al Queda operatives) to an illegal( torture of Iraqi Army combatants) act by himself? That just dosen't seem to be possible.

Chro, could you please point to anywhere in the above PDF's you provided that mentions at all the application of the said analysis to Iraqi's.
