Baugh was promised that his would be the only Skins Jersey to ever be retired, and thus far, the Skins owners have kept their word. Some Skins Jersey's are unofficially retired, like Monk's #81 or Green's #28 but there is nothing but respect keeping those numbers from being reissued.
