I would love to get him, and he wouldnt be that expensive. Hes an unrestricted free agent. I think its time for the skins to play some mind games and sign some rival players...hell the giants did it to us with AP. I think Carter would be a great step up from TJ or Patten....what ya think? Some red flags are that he has only played in 37 games in 4 years. (9.25 games per year average). Also per Scouts inc, he rates a 68. 2005 Scouting Report - Scouts Inc. Grade: 68 | Key Alert: D Comment: He has a nice weave and change of pace and shows the ability to move a defender. He has enough speed to be a vertical threat and he can run by a defender. He can make the difficult catch and has good leaping ability. He is a threat with the ball in his hands and has big play capability. He has good vision and decent awareness of where he is on the field. He is not a great or consistent route runner and needs to improve in his ability to get into and out of breaks consistently. He has a difficult time getting separation and tends to round off his cuts. He is better verses man coverage than zone. He would be cheap though...adding depth to the charts. I just like him, I think he has great potential. Def better than TJ, he can get separation.
