I believe the seats the Redskins sell are seats that are held in reserve for potential tailgate club and TD club sales. And this includes parking passes and tailgate club passes too. So when the quota or estimate of these potential sales isn't met, the Redskins have all these great seats and passes that they need to sell with game day approaching. See?
