Second of all, what he's talking about isnt really "anti-gravity", nor is it super duper top secret (although its implementation on the B-2 very well may be). The JSF is basically being developed for export to other countries. The current administration would in effect piss off the Pentagon and place the entire program in jeopardy if they, after already taking GB's money, turned around and denied them full collaborative partner status.
