Push comes to shove and all the conservative Democrats voted for ending the filibuster and voting to move the healthcare bill to the floor for a vote. Even outspoken critics of the healthcare bill like Nelson of Nebraska, and Lieberman of Conn. Neither is likely to vote for the bill but they are much more likely to work with the party than conservative GOP memembers whon on saw one vote for closure. Speculation: When it comes to blocking certain bills, many Senators may take a long look at the loudest blocs within their constituency and see little distinction between the two options you've noted.
