EagleSteve Posted February 26, 2003 Share Posted February 26, 2003 As far as I know, it's 9 votes with no permanent member vetoes. It always stays at 9. So with 8 votes and 7 abstentions, I guess it wouldn't pass. I'm hoping for China and Russia to abstain and France to veto. That would signal the death knell for the security council.
