I don't see what the big deal is. What, this is supposed to be some kind of big expose'? Given the nature of their work, you'd expect to find people sleeping at their desks or computer consoles, or taking breaks with fantasy football, playing cards, or whatever else. Obviously they have to monitor their systems or whatnot for extended periods of time, and nothing happens for long portions of that time. These people are not there because they are supposed to be doing something every moment, they are there because they need to be there when something important or unexpected happens (either good or bad) and it's impossible to predict when something important or unexpected will happen. I'd hope they'd nap or play cards when they get a chance so that they can stay refreshed/alert and be ready to respond when/if something happens.
