Earmarks done badly where group A votes for 10 mil in increased spending they never would've voted for in exchange for group B voting for 10 mil elsewhere group B would never have voted for is increasing spending and the deficit. I think we all know enough about how Congress works to conclude that potential for the second scenario is definitely there. We can still support earmarks with either the position that good outweighs the bad or that Congress might put in enough checks to keep the earmark system from running out of control, but the potential of unnecessary spending is definitely there.
