The call for Schiff to resign was late March (28th). The release of the heavily redacted Muller Report was almost month later. 

 

He might be regretting swallowing the party line and wanting to make amends.  Most likely not, but one must start somewhere.

I'm thinking more along the lines of next fiscal year's budget stating that no federal agency will receive funding it it is refusing to comply with a congressional subpoena.  

 

Including the Presidential travel budget.

$25,000 per day will definitely **** over many Trump underlings but it won't be **** to Mnuchin. Does the House have the ability to freeze assets to force compliance with subpoenas? THAT would trigger that little weasel. Or at the very least it would trigger his trophy wife.
