He should be involved in contract negotiations, salary cap issues, wining and dining players when they come to town, and organizing all the good PR events the Redskins do. We should have a general manager who is in charge of hiring our head coach. The GM should have a general philosophy and stick to it. Preferably one that deals with passing the football a lot from wide open formations, building good offensive and defensive lines, and avoiding enormous free agent acquisitions. Find a coach who is like minded and not likely to clash on the GM's personnel choices. Allow the head coach to submit choices for his offensive and defensive coordinators and then make a decision based off his recommendations. Allow these coaches to pick their position coaches themselves. Our GM should get the players we need to fulfill our philosophies. The coach should have some input/recommendations but ultimately the power and decision to add a player through the draft or free agency should rest with the general manager. If the coach proves to be respectable and trustworthy in his recommendations, then this should never cause any problems. This is how it was with Bobby Beatherd and Joe Gibbs. It is how the Packers, Ravens, Colts, Steelers, and many others are structured.
