Some cry 'coup' as Egypt's highest court annuls parliament, military extends power

Egypt's highest court declared the parliament invalid Thursday, and the country's interim military rulers promptly declared full legislative authority, triggering a new level of chaos and confusion in the country's leadership.

The Supreme Constitutional Court found that all articles making up the law that regulated parliamentary elections are invalid, said Showee Elsayed, a constitutional lawyer.

The ruling means that parliament must be dissolved, state TV reported.

Parliament has been in session for just over four months. It is dominated by Islamists, a group long viewed with suspicion by the military.

The Supreme Council of the Armed Forces, in control of the country since Mubarak's ouster, said that it now has full legislative power and will announce a 100-person assembly that will write the country's new constitution by Friday.

There are bound to bumps in the road. I wouldn't assume that the story is over.

It's more like the road suddenly turned into one-way u-turn.

It seems that today SCAF decided to make their puppetry clear.

Shafiq is practically doing victory laps already for his coronation.

What is interesting is that the MB candidate is saying the court's decision should be respected and this is not a coup.

Despite the fact that pretty much everyone else thinks it is.

He also says that the elections should go on as planned.

Most people seem to be calling for him to boycott or pull out.

Sounds pretty much like a coup

Definitly not a coup... A coup is when an out of power group usurps power. This is something different. This is when the folks in power ae basically saying they are planning on staying in power...

Does anybody have any doubt that the United States ok'd this?

I have a lot of doubts about that. I'm not sure anyone in the Egyptian Army trusts the US right now.

It could be that there are still ties between the Army and our intelligence community' date=' but the White House and the Egyptian Army? No.[/quote']

And the last thing the White House and the State Department want is the Arab Street believing that the US is squelching the Arab Spring. Makes no sense at all why we would want this, unless you subscribe to the theory that the US secretly controls everything blah blah blah

Military shuts down Egypt's parliament

On the eve of a presidential runoff election, Egypt's military council formally dissolved parliament Friday, in line with a ruling from the nation's top court that declared the legislative body invalid.

He said there was no notice to lawmakers denying them access but a report posted on the English website of Al-Ahram newspaper said entry was barred.

The military council, known by its acronym SCAF, claimed full legislative power after the High Constitutional Court's ruling Thursday that the constitutional articles that regulated parliamentary elections were invalid.

Gen. Hussein Tantawi, the head of SCAF and Egypt's de facto ruler, was in an emergency meeting with the council Friday to discuss the drafting of a new constitution. The council is widely expected to issue its own interim constitutional charter.

Newsmaker: Brotherhood reels from blow ahead of Egypt vote

The Muslim Brotherhood's Mohamed Morsy is tempering forecasts of victory in Egypt's presidential election with a warning that vote rigging typical of the Hosni Mubarak era may hand victory to Ahmed Shafik, the deposed leader's last prime minister.

On the eve of the run-off, Morsy, 60, hopes a big turnout of voters worried about a revival of the old regime will prevent that outcome and make him Egypt's first Islamist president.

But after a court ruling by judges appointed under Mubarak dissolved a new parliament in which the Brotherhood was the main force, momentum appears to have ebbed away from Morsy, reflecting a broader sense that a political transition which had brought his movement dramatic gains is no longer going its way.

"If there is any fraud, there will be a huge revolution against the criminals ..., a huge revolution until we achieve all the goals of the January 25 revolution," the stocky, U.S.-trained engineer said on Thursday, recalling the day last year when mostly secular activists launched protests against Mubarak.

Egypt votes for president amid controversy

Polls have opened in Egypt's presidential runoff election amid controversy after the supreme court dissolved parliament and the country's military rulers re-asserted control over the legislative process.

The election pits Mohammed Morsi, the Muslim Brotherhood's candidate, against Ahmed Shafik, the last prime minister under deposed president Hosni Mubarak. The two men placed first and second, respectively, in the first round of voting last month.

Both men made a final pitch to voters on Thursday night. Morsi tried to portray himself as the candidate of the revolution, while Shafik promised stability.

Whichever man wins, he will take office amid a great deal of uncertainty. The Supreme Council of the Armed Forces (SCAF) formally moved to dissolve parliament on Friday, and told MPs they were not allowed to re-enter the building.

Our correspondent in Cairo, Mike Hanna, said: "There is no parliament, constitution and the military holds both legislative and executive power basically ruling by decree.

"That is the circumstances under which Egyptian are going to vote for the man that will be the next leader of this country. Not knowing exactly what powers that president will have."

Egypt military issues decree giving armed forces sweeping powers as early results of presidential vote trickle in

Shortly after polls in Egypt’s landmark presidential vote closed Sunday night, Egypt’s military leaders issued a constitutional decree that gave the armed forces vast powers and appeared to give the presidency a subservient role.

The declaration, published in the official state gazette, establishes that the president will have no control over the military’s budget or leadership and will not be authorized to declare war without the consent of the Supreme Council of the Armed Forces.

The document said the military would soon appoint a body to draft a new constitution, which would be put to a public referendum within three months. Once a new charter is in place, an election will be held to chose a parliament that will replace the Islamist-dominated one dissolved Thursday by the country’s top court.

“With this document, Egypt has completely left the realm of the Arab Spring and entered the realm of military dictatorship,” said Hossam Bahgat, a prominent human rights activist. “This is worse than our worst fears.”

The decree came as the Muslim Brotherhood said that a small sample of preliminary counts from polling stations around the country showed its candidate, Mohamed Morsi, ahead of former prime minister Ahmed Shafiq in the presidential runoff vote. Shafiq is widely seen as a military-backed candidate.

Islamists say win Egypt presidency; army holds power

Egypt's Muslim Brotherhood declared on Monday that its candidate Mohamed Morsy won the country's first free presidential race, beating Hosni Mubarak's last prime minister and ending six decades of rule by presidents plucked from the military.

But shortly before the final result the generals who have run the country since the overthrow of Mubarak issued new rules that made clear real power remains with the army.

"Mohamed Morsy is the first popularly elected civilian president of Egypt," the official website of Brotherhood's Freedom and Justice Party announced in a brief message.

Morsy in his first comments since the victory announcement promised at a news conference to be president for all Egyptians and said he would not "seek revenge or settle scores."

"Thanks be to God who has guided Egypt's people to the path of freedom and democracy, uniting the Egyptians to a better future," Morsy said.

The Brotherhood said Morsy won 52.5 percent of votes while Ahmed Shafik, an ex-military, secured 47.5 percent, Morsy campaign official Ahmed Abdel Atti told a news conference at the Brotherhood's party headquarters in Cairo. He added that these were initial results.

The figures were based on votes counted at 98 percent of the polling stations, he said. "Down, down with military rule," chanted some of those at the news conference announcing results.

At Shafik's campaign headquarters, Ahmed Sarhan said: "I do not accept this, I will not file wrong numbers." But another campaigner said: "I don't think we will make it." One woman campaigner at Shafik's headquarters was in tears.

Obama administration warns Egypt’s military leaders to hand over power or risk losing US aid

WASHINGTON — The Obama administration warned Egypt’s military leaders on Monday to speedily hand over power or risk losing billions of dollars in U.S. military and economic aid to the country.

As Egypt’s Islamist candidate claimed victory in a presidential run-off, Pentagon and State Department officials expressed concern with a last-minute decree by Egypt’s ruling military council giving itself sweeping authority to maintain its grip on power and subordinate the nominal head of state. The move followed last week’s dissolution of parliament by an Egyptian court.

“This is a critical moment in Egypt, and the world is watching closely,” State Department spokeswoman Victoria Nuland told reporters. “We are particularly concerned by decisions that appear to prolong the military’s hold on power.”

Pentagon press secretary George Little said the U.S. was troubled by the timing of the military leaders’ announcement, just as polls closed Sunday night for the presidential election. He said the U.S. would urge them “to relinquish power to civilian elected authorities and to respect the universal rights of the Egyptian people and the rule of law.”

The military council pledged Monday to hand over power to the new civilian authorities by the end of the month.

A campaign spokesman for the former Egyptian prime minister says Ahmed Shafik has won the Egyptian presidential election, countering the Muslim Brotherhood's claims that its candidate was the winner.

Ahmed Sarhan has told a televised news conference that Shafik won 51.5 per cent of the vote. He said the claim of victory by Shafiq's rival Mohammed Morsi was "false".

"General Ahmed Shafik is the next president of Egypt,'' said Sarhan, adding that the candidate won some 500,000 votes more than Morsi, of the fundamentalist Brotherhood.

Meanwhile, thousands gathered after Tuesday afternoon prayers in central Cairo's Tahrir square,to protest against the ruling military council's bid to grab new powers.

Led by the Muslim Brotherhood, protesters were chanting, "Down with military rule." The opposition April 6 Youth Movement has also called on supporters to join the protests.

Hundreds more were protesting in front of the parliament building, a few hundred metres away from Tahrir Square, against a decree by the ruling junta dissolving the Islamist-led parliament, following a court ruling last week which found the legislature to be unconstitutional.
