TRIPOLI, Libya (AP) — A senior Libyan official says the country’s transitional government has formally recognized the Syrian opposition’s council as the country’s legitimate representative, making it the first country to do so.

Members of the Syrian National Council are visiting the Libyan capital to drum up support for their 7-month-old uprising against President Bashar Assad. The Syrian council is a broad-based opposition umbrella group that was formed in September.

Fifteen civilians were killed and dozens injured Wednesday as clashes and shooting broke out across the Syrian city of Homs, the London-based Syrian Observatory for Human Rights reported.

Seven members of the Syrian Army also died as a result of fighting with alleged army defectors, the activist group said.

The Syrian Observatory and the Local Coordinating Committees, an opposition group that organizes protests, said three sisters from one family were killed in Qoseir, near Homs, when security forces and the army shelled homes in response to defections.

The three sisters, from the Zoghby family, were aged 17, 15 and 11, the groups said.

More than 20 people died Monday in Homs during intense clashes between security forces and defectors from the military, activists reported.

The United Nations estimates that about 3,000 people have died in Syria in the seven months since the government's crackdown on protesters demanding democratic reforms began.

Syria holds former VP incommunicado, daughter says

A former Syrian vice president who became one of the country's most prominent dissidents was kidnapped in Lebanon five months ago while visiting his daughter and is believed to be secretly imprisoned by the Syrian regime as it tries to crush a 7-month-old uprising, his daughter and Lebanese police said.

The abduction of Shibli al-Aisamy, an 88-year-old who holds permanent U.S. residency, has raised alarm among some in Lebanon that members of the country's security forces are helping Syrian President Bashar Assad's regime in its crackdown on anti-government protesters, effectively extending it into Lebanon to prevent it from becoming a safe haven for the Syrian opposition.

She said he quit politics in 1992 and eventually got a green card, making him a legal United States resident. He has lived in Fairfax, Virginia, since 2009, she said.

A prominent dissident over the years, al-Aisamy was a founder of the ruling Baath party and served as a vice president to Amin al-Hafez for three years until radical Baathists overthrew them in 1966.

He has lived in exile ever since, in Lebanon, Iraq, Egypt and now the United States.

His decades in Iraq solidified his position as a strong opponent of the Syrian regime. Al-Aisamy held senior posts in the Baath party in Iraq, which was a key rival to the branch of the party that still rules Syria.

He left Iraq after the 2003 U.S.-led invasion that overthrew Saddam Hussein and moved to Egypt, where he stayed with his son. In 2009 they moved to the United States.

Nine countries compete in upcoming Security Council elections

Nine countries are formally campaigning for elections tomorrow that will decide which States will occupy five non-permanent seats on the Security Council during 2012-13.

Three countries from Africa and the Asia-Pacific region, one from Eastern Europe and one from Latin America and the Caribbean will be chosen to succeed Gabon, Lebanon, Nigeria, Bosnia and Herzegovina and Brazil, whose terms all expire on 31 December this year.

Member States will meet in the General Assembly tomorrow morning to elect the Council members by secret ballot, with winning candidates needing two thirds of those countries present and voting. Balloting will continue until enough candidates reach that threshold, even if only one country is competing for a seat in a particular region.

Kyrgyzstan, Mauritania, Morocco, Pakistan and Togo are vying for the three seats for Africa and the Asia-Pacific region, while Azerbaijan, Hungary and Slovenia are contesting the Eastern European category. Guatemala is the only declared candidate for the Latin America and the Caribbean region.

The new members will join Colombia, Germany, India, Portugal and South Africa, whose terms end on 31 December 2012, and the five permanent Council members, which each wield the power of veto – China, France, Russia, the United Kingdom and the United States.

I wish they would get rid of the damn veto....or make it less powerful.

Tunisians go to the polls in first Arab Spring election

TUNIS, Tunisia — Tunisians waited in lines for hours under the sun to vote Sunday in the nation's first truly free elections, the culmination of a popular uprising that set off similar rebellions across the Middle East.

Voters — women with headscarves and without, former political prisoners, young people whose Facebook posts helped fuel the revolution in the North African country — are electing a 217-seat assembly that will appoint a new government and then write a new constitution.

The party expected to come out on top is the moderate Islamic movement Ennahda, whose victory, especially in a comparatively secular society like Tunisia, could have wide implications for similar religious parties in the region.

Voters are definitively turning the page on the 23-year presidency of Zine El-Abidine Ben Ali, who was overthrown by a monthlong uprising on Jan. 14 stirred by anger at unemployment, corruption and repression.

Halfway through election day officials were exulting that turnout was high and had already exceeded expectations, without giving any exact figures. Soldiers were helping keep order, though no problems were reported in the first part of the day.

The unexpected revolution in this quiet Mediterranean country — cherished by European tourists for its sandy beaches and desert oases — set off a series of similar uprisings against entrenched leaders, an event now being called the Arab Spring.

If Tunisia's elections produce an effective new government they will serve as an inspiration to pro-democracy advocates across the region, including in next-door Libya, where longtime dictator Moammar Gadhafi was killed last week by rebel forces.

Attacks on Yemen protests continue in Sanaa

Dawn gunfire in the Yemeni capital, Sanaa, has killed one person and wounded six others, with anti-government protesters accusing snipers of targeting their protest camp.

The day after streetfighting between troops loyal to President Ali Abdullah Saleh and soldiers and armed tribesmen who defected to the opposition, tens of thousands of demonstrators set off on a protest march on Sunday from Change Square.

Change Square is the street intersection next to Sanaa University on the capital's ring-road where the opposition has set up camp.

"There are one dead and six injured due to firing in the south of Change Square at dawn," Dr Mohammed al-Qubati, the head of a field hospital set up in the protest camp, said.

Protesters said it had been government snipers shooting at them.

Medics and government officials said the total death toll from Saturday's fighting had risen to 20, including four civilians and five soldiers. Dozens of others were wounded.

Vote counting is under way in Tunisia after the country's first-ever democratic elections to choose an assembly to re-write the constitution, nine months since former president Zine El Abidine Ben Ali was toppled from power.

However, with an unexpectedly large number of ballot papers to count, it remained unclear when election officials planned to announce the results of Sunday's vote.

There was huge turnout in Sunday’s elections as voters exercised their rights to choose the 217-seat assembly which will choose a new interim government and set dates for parliamentary and presidential elections.

Boubaker Bethabet, the secretary-general, independent ISIE polling commission, said 90 per cent of some 4.1 million citizens who registered ahead of the poll cast their votes.

No figures were available for the other 3.1 million voters who did not register but also had the right to vote.

Some early forecasts suggested a moderate Islamist party, al-Nahda, would emerge with the biggest share of the vote, with Tunisian state radio reporting on Monday that incomplete counts in two provincial cities, Sfax and Kef, had al-Nahda in the lead.

The Congress Party for the Republic, a leftist secular party, was in second place in Sfax, and Ettakatol, another socialist group, was running second in Kef, the radio said.

Al-Nahda, citing its own, unofficial tally from votes cast by the large Tunisian diaspora, said indications were that it had done well. Overseas voting was held days before Sunday's election.

Zied Mhirsi, a prominent Tunisian blogger, told Al Jazeera: "It is clear al-Nahda has a majority, the question is "to what extent? Will they be the only ones forming a government?'"

"Every party is basically trying to see to what extent they can compromise with al-Nahda to organise a government," he said.

"I don't expect our revolution to become an Islamic Revolution but, at the same time, I expect Islam to be a part of Tunisian life, the way you could see it in Turkey.

"Al-Nahda has already shown a commitment to the declarations on human rights."

There's been a major upset in the electoral district of Zaghouan, where a leading member of the Tunisian Association of Democratic Women (ATFD by its French acronym) who was the head of the list for the Ettakol party, has not won a seat she was expected to take easily, the IRIE says.

Instead, Al-Nahda has won two seats, while the CPR, the PDP and an independent list each took one.

US envoy leaves Syria over security fears

The US ambassador to Syria has left the country over security concerns, with Washington blaming Syrian President Bashar al-Assad's government for what it called "credible threats against his personal safety".

Mark Toner, the state department spokesman, said on Monday that Robert Ford, who has visited several hubs of anti-government protest during the months-long uprising against Assad's rule, had returned to Washington this weekend.

Toner said Ford's return to Damascus depended on a US "assessment of Syrian regime-led incitement and the security situation on the ground".

Al-Nahda claims victory in Tunisia poll

The moderate Islamist party al-Nahda has claimed that it has won more than 40 per cent of seats in Tunisia's 217-member consitutent assembly, following the country's historic election.

"The first confirmed results show that al-Nahda has obtained first place nationally and in most districts," Abelhamid Jlassi, the party's campaign manager, said at a news conference citing its own election monitors' reports.

The party's claim that it won 90 seats came ahead of an announcement by ISIE, the country's independent election commission, of the provisional results for overseas seats.

The leaders of two leftist parties, the Congress Party for the Republic (CPR) and Ettakol, said they were fighting for second place, while the leader of the centre-left Progressive Democratic Party (PDP) conceded defeat on Monday evening.

"Al-Nahda is certainly the majority, but there are two other democratic entities, Ettakatol and the CPR, who were weak at the start but now find themselves in the position to contribute to political life and usher a rational modernity in this Arab-Muslim country," Khalil Zaouia, Ettakatol's number two, said.

Late on Monday, the Reuters news agency, citing senior al-Nahda official Ali Larayd, reported that al-Nahda was considering forming a coalition with both Ettakol and the CPR.

Overseas seats followed the trends established for domestic districts, with nine of the 18 seats reserved for overseas Tunisians going to al-Nahda, four to Ettakatol, three to the CPR, and one each to the Democratic Modernist Coalition (PDM) and Aridha Chaabia, according to an announcement by the country's election commission.

Samir Dilou, a member of al-Nahda's political bureau, said that his party had won "not far from 40 per cent" of the vote.

"The trend is clear. The PDP is badly placed. It is the decision of the Tunisian people. I bow before their choice," PDP leader Maya Jribi told the AFP news agency at her party's headquarters in Tunis earlier in the day.

"We will be there to defend a modern, prosperous and moderate Tunisia," she said, adding the PDP would "clearly be in opposition".

Azerbaijan was awarded the open seat on the U.N. Security Council Monday after Slovenia dropped its bid.

Four countries, including Pakistan, were elected last week to join the Security Council in January as non-permanent members for two-year terms. Also elected, via secret ballot, were Guatemala, Morocco and Togo.

Arab mediators meet Assad over Syria unrest

An Arab League delegation has held talks with Bashar al-Assad, the Syrian president, amid reports of more deadly clashes betwen security forces and army deserters backing protesters demanding the president's resignation.

The delegation, led by Qatar's prime minister, arrived in Syria on Wednesday as tens of thousands of pro-government supporters packed into Omayyad square in the heart of Damascus, chanting "The people want Bashar al-Assad".

Delegates included the foreign ministers of Algeria, Egypt, Oman and Sudan, in addition to Nabil al-Arabi, the head of the Arab League.

"They are going to meet again on Sunday - and that puts more faith in that initiative than people had anticipated in the beginning. Now it doesn't mean that it will work, but at least it isn't failure from the first meeting," she said.

At an urgent session in Cairo on October 16, the 22-member Arab League called for "national dialogue" between Syria's government and the opposition by the end of October to help end the violence and avoid "foreign intervention" in Syria.

Syria has rejected previous Arab initiatives, and it was not clear if this would be different, or if the regime was trying to gain time to try to crush the uprising.

The meeting came as the London-based Syrian Observatory for Human Rights said that 15 more people, including nine government soldiers, had been killed on Wednesday in the latest clashes between Assad loyalists and forces backing anti-government protests.

"Nine servicemen, including an officer of the Syrian regular army, were killed by a rocket, fired by armed men, probably deserters. The soldiers were on a vehicle in Al-Hamrat village, on the Hama-Salamiyah road," the rights group said.

Clashes between security forces and soldiers who have deserted and joined the opposition have become more frequent in recent week, particularly in the centre of the country.

Yemeni women burn veils in crackdown protest

Hundreds of Yemeni women have set fire to traditional female veils in protest against the government's brutal crackdown on the country's popular uprising, as overnight clashes in the capital and another city killed 25 people, officials said.

Women spread a black cloth across a main street in the capital Sanaa on Wednesday and threw their full-body veils, known as makrama, onto a pile, sprayed it with oil and set it ablaze.

As the flames rose, women activists handed out leaflets appealing for help and protection.

"This is a plea from the free women of Yemen; here we burn our makrama in front of the world to witness the bloody massacres carried by the tyrant [President Ali Abdullah] Saleh,'' the leaflets read.

Yemeni women have taken a key role in the uprising against Saleh's rule since March, inspired by revolutions in Tunisia, Egypt and Libya.

Their role came into the limelight earlier in October, when Yemeni woman activist Tawakkul Karman was awarded the Nobel Peace Prize, along with two Liberian women, for their struggle for women's rights.

Congress backs Bahrain protesters when the White House won’t
Even as the regime staged unfair trials of peaceful opponents in special security courts, dismissed thousands from government jobs for participating in protests and violently repressed demonstrations in restless villages, the administration notified Congress in September that it intended to sell Bahrain $53 million in military equipment, including 40 armored Humvees.
Fortunately, Bahrain’s abuses — documented and denounced by every major Western human rights group — prompted a reaction in Congress. Legislation was introduced to block the arms sales, and a group of five Democratic senators, led by Robert P. Casey Jr. (Pa.), wrote to Secretary of State Hillary Rodham Clinton on Oct. 12 to ask that the sale be put on hold. A separate letter was dispatched by Sen. Marco Rubio (R-Fla.).
Rather than tying itself to this uncertain process, the United States should set its own conditions for continued good relations with Bahrain. These should include accountability for the torture and killing of protesters; the release of all political detainees; and the initiation of meaningful political reform that enfranchises the country’s Shiite majority. The current status quo in Bahrain is unsustainable; reinforcing it with U.S. military sales would be foolish as well as unconscionable.

More deaths reported in Syria crackdown as protesters renew call for no-fly zone

As many as 37 people have been killed when security forces opened fire at demonstrators on Friday, Al Arabiya reported citing Syrian activists as protesters called for nationwide rallies to demand the imposition of a no-fly zone over Syria to protect civilians.

Demonstrations started after Friday prayers in Hama and Homs despite a heavy military presence, activists and residents said.

The Syrian Observatory for Human Rights said in a statement received by AFP in Nicosia that the fatalities were in the protest hubs of Hama, in the north, and Homs in the center, and that security forces encircled mosques and made arrests before and after weekly Muslim prayers.

The army has been carrying out operations in Qusayr for several weeks, amid fighting there between troops and suspected army deserters, activists say.

“Despite the siege, the proliferation of checkpoints and the encirclement of mosques, people staged a mass demonstration in Kafr Nabl,” a town in Idlib, near the Turkish border, demanding the "imposition of a no-fly zone,” the rights watchdog reported.

The latest bloodletting comes as activists called for nationwide protests on Friday to demand the imposition of a no-fly zone over Syria to protect civilians and to encourage soldiers to defect.

“We call on the international community to impose a no-fly zone so that the Syrian Free Army can function with greater freedom,” said the Syrian Revolution 2011 on its Facebook page.
