Per WT, the Skins cut C/G Pat Downey and added OT Brandon Winey. Winey was a 2001 6th round pick by Miami and can play both LT and RT:

Notes: Enrolled as a tight end in 1996 and redshirted. Moved to offensive tackle in the spring of '97 and played in two games in the fall. Played in all 11 games and started 10 in '98. Started nine games in '99 at right tackle and missed the other two games with injuries. Also started when healthy (knee injury start of year, broken thumb end of season) in 2000, when he won second-team All-Southeastern Conference honors while starting at both OT spots. Injured his left wrist at the end of the season, but he still played in the second half of the Peach Bowl with a big cast on his hand. However, he sat out the Senior Bowl and did not work out at the Combine because the cast was still on his wrist.

Positives: Has good size and size potential. Very athletic for size. Good movement skills and agility. Has really good range. Shows that he can bend his knees at times. Every now and then, he will play with explosiveness and natural power. May have the feet to play left tackle on the next level. Flashes almost every physical tool teams would want to see in a tackle. Made his senior year far and away his best. Showed some guts playing in the second half of the Peach Bowl, despite his wrist after not being dressed for the first half. (His replacement was getting killed.)

Negatives: Lacks consistency. Is not a very physical player. Rarely works to finish his blocks. Will play soft too often. May lack a real passion for the game. Has not been a great worker in the weightroom.

Summary: Has the physical tools to be a starting tackle in the NFL and could be a very good one if he has the toughness and will pay the price. However, those are big ifs.
