The remainder were still in question. 1. Houston Texans (2-14) 2. New Orleans Saints (3-13) 3. Tennessee Titans (4-12) 4. New York Jets (4-12) 5. Green Bay Packers (4-12) - The San Francisco 49ers (4-12) and Oakland Raiders (4-12) will be in sixth and seventh position, but their respective positions had not yet been determined. Houston should trade down. Look for NYJ to try and get Bush. Pennigton will be back and they will probably pick up a vet free agent QB.
