GOP Wants to Create Secretive Governmentt Agency

GOP Lawmakers Propose Forming Secretive Federal Agency to Spur Vaccine Development

WASHINGTON Dec 2, 2005 — By creating a federal agency shielded from public scrutiny, some lawmakers think they can speed the development and testing of new drugs and vaccines needed to respond to a bioterrorist attack or super-flu pandemic.

The proposed Biomedical Advanced Research and Development Agency, or BARDA, would be exempt from long-standing open records and meetings laws that apply to most government departments, according to legislation approved Oct. 18 by the Senate health committee.

Those exemptions would streamline the development process, safeguard national security and protect the proprietary interests of drug companies, say Republican backers of the bill. The legislation also proposes giving manufacturers immunity from liability in exchange for their participation in the public-private effort.

"We must ensure the federal government acts as a partner with the private sector, providing the incentives and protections necessary to bring more and better drugs and vaccines to market faster," Sen. Richard Burr, R-N.C., said when the Committee on Health, Education, Labor and Pensions approved the bill.

The agency would provide the funding for development of treatments and vaccines to protect the United States from natural pandemics as well as chemical, biological and radiological agents.

But it is the secrecy and immunity provisions of the legislation that have alarmed patient rights and open government advocates. The agency would be exempt from the Freedom of Information and Federal Advisory Committee acts, both considered crucial for monitoring government accountability.

"There is no other agency that I am aware of where the agency is totally exempt either from FOIA or FACA," said Pete Weitzel, coordinator of the Coalition of Journalists for Open Government. The coalition is an alliance of journalism groups, including the American Society of Newspaper Editors and Associated Press Managing Editors, that wrote to lawmakers seeking amendments to the bill. "That is a cause for major concern and should raise major policy concerns," Weitzel said.

I say dont do it and let the weak deal with illnesses.

If liberals are going to snivel when drug companies expect to make a profit for all the money spent on R & D and allow for massive lawsuits what are drug companies to do?

Health care is not and should not be expected to be FREE.

People behave like companies are supposed to fix what ails you for nothing

I think the point of this article is the plan for unprecedent secrecy not so much what they will be doing (although if they get their way nobody will ever know what they're up to).

They aren't supposed to fix it for nothing, but it would be nice if they FIXED it.

Instead they issue internal memos that say stuff like "Our goal is to make cancer a manageable disease." What about curing it!

And this whole business about secret gov't agencies, that's nothing new. FTC and FDA operate outside any kind of real control.

The plan for sececrecy is mainly because the whining left, who'll do anything including jeopardizing the lives of military personnell in Iraq with their "cut and run" and "military is broke" mentality, continue to undermine any agency or entity that stands in their way of regaining the White House and Congress.

So we've got secret CIA bases overseas that are gleaning intelligence from Islamofacists and saving innocent European and AMERICAN lives..... the Left outs the CIA in order to keep the "Bush Lied...people died... Cauldron of Corruption" drumb beat going for no reason other than to gain seats in the Congress in 06 and win the White House in 08. :doh:

It's just further evidence who the true enemy is..... the enemy within.... the Liberal Left.

Rarely have I ever seen someone voice an opinion that is so irrational and disagreeable that it actually makes me upset just to read it. The irresponsibility shown here is truly disgusting to behold. To think that the system of government designed purposefully to be as open as possible should be sacrificed because the opposition isn’t in agreement is completely anti-American, anti-democratic, and in the truest use of the term anti-freedom.

This nation was founded in a manner allowing the people to view their government and decide for themselves if it is doing what is best not have what is best dictated to them. For the government to exempt itself from the annoying rights like “freedom of the press” (which is what ignoring the information act does) removes the will of the people from the situation entirely, invites corruption, and allows for companies that have been PROVEN in the past to make irresponsible decisions at the cost of American lives for profit to escape punishment.

To justify this move as cskin has done, by labeling those that disagree as enemies, is a method straight out of fascism for dummies. As is total secrecy.

Your entire post is excellent, but I LOVE the "straight out of fascism for dummies" comment.

Cskin's words do clearly demonstrate just how ignorant and vulgar the two party system has become. It isn’t that they are differing points of view, it’s that the liberal approach is WRONG and held only by terrorists.

Secret Agencies, wars started under false pretenses, revealing identities of CIA officers then covering it up, Trillion dollar deficits. the GRAND OLD PARTY, Bush his incompetence and his cronies have brought there party to its knees. "We are going to bring honor and integrity back to the White House" What a joke
