Even though the NFL gave this guy his own special *roster exemption* he's still got better things to do? It is sort of strange that they'd make a big deal about letting the Japanese players stick around till the end of camp and then he'd split. The quote from Spurrier is "We enjoyed having him, he's a fine young man." I don't know if he said anything else, but I'm assuming if he thought he was a good WR he would have said something more to that effect and they would have included it.
